Usually stacks can be overcome with decent class balance. Of course, there are times when this is not the case, and a vote scramble thing would be pretty useful.

After a team gets rolled, most of the time you can hear them complain about having five snipers and no medics. People call stack too often, thinking a team of snipers should really have a chance. This isn't always the case, however. Sometimes one team is just much better. People will definitely abuse a vote, so it should be left in the hands of a few people or made automatic. Like if one team is so many wins ahead, it will automatically scramble the teams.
