What about class limits? Comp limits are 2, except for demo, med, and heavy at 1. That way you cant have a team full of heavies rolling through the points. Maybe come kind of combination of this? like...
medic 2
demoman 2
soldier 4
engineer 2
scout 4
spy 2
heavy 2
pyro 2
sniper 2
reduction of the other classes to remove turtling and random gayness
I'm assuming you will be keeping crits off and doing fixed weapon spread.
poly count full sets (I believe you can remove the set bonus with the whiteitem list? That is if you keep the other items active.)
