While I enjoy the twice-weekly Hell-met hate threads for their absurdity, why not just enforce a rule (that's been standard in nearly every FPS I've played since 1999) that the admins have to record demo's while "on duty". No offenses at the end of the night? Delete the file. Something happened? Save it, label it, and instead of "writing an essay" upload it for another admin to look at.
From what I've gathered in all these threads, mostly since I don't play on 2Fort and there's an Admin on maybe once a week on #1, accountability (and more mini-admins) is all that's really wanted/needed. Since the community is so huge (not counting the Arena server), as there are over 500 players with >25 cumulative days played on the servers, it's not much to ask. (To be fair in this specific case, that's a crap-ton of 'Regulars" to keep track of.)
