I think it's fine as is. I get in #1 most of the time, and when I don't, I just auto-join and go play on #2 for like 15 mins until I can. If you're really looking to change it, then how about a tier system?
Bronze status : Donate 0-x dollars - Slot priority over regular users
Silver status : Donate x-y dollars - Slot priority over regular and Bronze users
Gold status : Donate y-z dollars - Slot priority over Silver, Bronze, and, regular users
Platinum status : Donate z+ dollars - Slot priority over Gold, Silver, Bronze, and regular users. Complimentary Hell-Met plushie.
Add in some other perks per user level. Forum colored names, little medals by the names for donation level, custom titles. Some gifts per donation level, SourceOP T-Shirt, the Hell-Met plushie, the Half-Duplex punching bag, or something. After working as a senior mod for scorehero.com, I was surprised seeing how many people would donate just to have the little star next to their forum name change color from red to blue. This system also keeps benefits for people who gave a large or moderate sum a long time ago and keeps the server slots at the same number. More reserve slots = less newcomers playing often = less potential donators but I'm sure I don't have to tell DF that.
