I think it's "contact admin" in chat. I'm not 100% sure though.
Also the emergency priority selection sends DF a text message or something so it should only be used when absolutely necessary.

You can also do it outside of TF2 if you need to. (in case you have to go to hlstatsx to get a steamid or something) http://www.sourceop.com/contactadmin.php
