I agree strongly with a lot of the suggestions put on this thread.
I can't count the number of times a bad map (Hydro, Turbine) had the server go from 30/32 to 0/32 in 15 minutes. Getting rid of the bad maps can go a long way towards keeping players interested. Revamping the RTV scheme will also help a lot.
Fixing some of the map timers so that Dustbowl stage 3 doesn't last 25 flooping minutes.
Enforcer for Mod. Getting a few more responsible people with mod powers such that there isn't a drought of server pruning.
Adding an announcement when a person joins a 'dead' server like: "The last person joined 7 minutes ago", because people hop in for a second, see its empty, then hop out without waiting.
Instituting subscription reserved slots? Like $10 is good for a few months of reserved slots. This keeps the people who really want to play invested, without seeming like a money grab. Keeping a limited number of reserve slots is good for getting new blood in.
I never really pay attention to stats, but some people like em.
