1) You're wrong. When the server consistently dies on certain maps, or refuses to repopulate in the mornings on certain maps it's not because of engineers. Its because the maps don't work in a 32 man server (which engies might contribute to) and/or just aren't fun to play. The rotation needs fixing, the servers need restructuring. Bare minimum - a new rotation needs to be tried if nothing else than to say 'see told you so'. It's been over a year now that I've personally been bugging everyone that would listen and no attempt has been made.
2) Fine yes, enough no. I don't believe contact admin was meant to be the full-time policing mechanism after votekick. We're talking not just Valve1 with this, but every other server as well.
3) Yes. Converting one of the never populated servers to something stupid but popular might help the community though.
4) TF2 is always dying, just isn't dying as fast as you imagine. In this specific case by continuing to let the servers and the community stagnate we won't attract any new players to keep the community going.
