you are actually right
I got this from comcast Terms of Use page http://www.comcast.net/terms/abuse.jsp
but think about this
even with the fastest comcast cable modem, you can't get over 1Mbps upload speed. at that rate, you can't host more than 12 slots. if you host counter-strike: source 12 slot server at home and those 12 slots are full 24/7 for the entire month, which is impossible, total bandwidth transfer amount is 25GB at the most per slot so 25 x 12 = 300GB. If your server is half full 24/7, that's 150GB. A normal user will never use that much bandwidth per month, but people like me use almost 250GB a month downloading stuff, not using p2p but from using a direct connection to another server. I have been using comcast cable modem for several years and nobody has said anything to me. You will NEVER use more than 50GB a month if you run a home dedicated small slot server because no one will come and stay for a long period of time anyway.
and hosting a web site should be perfectly fine and safe even though they say you can't. unless you get thousands of people visiting your website monthly, you won't even use 10GB. a website like sourceop.com, I believe it uses around 5GB (not including the bandwidth used to host redirect file downloads)

Quote:Bandwidth, Data Storage and Other limitations Use of the Comcast network infrastructure in a manner that (i) exceeds the then current bandwidth, data storage or other limitations on the Comcast High-Speed Internet service or (ii) puts an excessive burden on the limitations of the network. Examples include: Using the Comcast network to run a Web-hosting server or any other commercial enterprise.
