Valve will never allow the community any offical power other than the power of suggestion (which they've been pretty great at from start to now). Especially with cash trading. Admitting unusuals or ingame items have cash value would mean that the key + crate system is gambling and most likely mean there'll be restrictions on selling them (which would be near impossible because true age verification online is a pita).
It sucks but that's what we have to deal with and therefore have to trust SR and community admins.
Steam are stepping in to some extent though. They're trade banning and even disabling accounts so it's really worth reporting a scam to steam if you're the victim. These are rare, but it's still worth the effort on the chance the fuckers do get some sort of official punishment from valve.
You have to be realistic in your expectations of a company like valve. They're a hell of a lot better than most game companies when it comes to community service.
