Like I said, I'm not with blackened and from the evidence I've seen I would agree that he's a shark. But the cyber-terrorism angle makes no sense.
I'm not saying you can't DoS FROM a home network, I'm saying you usually can't run one AGAINST one.
The reason a DoS works on servers is because servers are set up to respond to incoming packets which floods their cache. If you try it on a home network the packets are dropped and do absolutely nothing because home PC's by default have nothing programmed to do so.
