I was looking at the stats page and noticed the cheaters list. Just curious, but why are those players not banned like the ones found here?

the first list are people who are banned from earning hlstatsx because they were caught trying to abuse the system, not necessarily hacking, but doing things like force logging off right when they are about to die

the second list are people who are banned from playing on the server at all, usually due to hax//exploits but can be other things like not following rules or being a sonofabitch
