It could be done with a MySQL database. It shouldn't be too hard to implement, but would anyone actually use this feature?

well, if you get a huge group that goes into fortress forever (like an NSArmslab sort-of-thing) than it will be used. large server groupls like to have a centralized ban list and have about 3 hours of downtime a week syncronizing them between all of their 3rd party servers.
