The Dallas datacenter is apparently experiencing problems with their link to Level 3. I've talked to a few people complaining about packet loss and they all route through Level 3.
I talked to support on Friday about it and they said:

Our NOC has seen an issue with our link to Level 3 today and yesterday. Our Network Engineers have routed all traffic around that link while they troubleshoot this issue and you should no longer be seeing this problem.
Please let us know if it continues.

It has continued today, so I contacted support again, and they said:

Our network department is away of the issue with the Level 3 connection. We are working on the issue, however, we have no ETA for when it will be resolved.

Nothing we can do except wait it out.
Good news though, it doesn't seem to affect the Houston datacenter. The Valve Maps 2, custom maps, and 24/7 goldrush servers are in Houston. So, if you route through Level 3 and are experiencing issues on Valve Maps 1 or either 24/7 2fort server, try one of the Houston servers for now.
How do you know if you route through Level 3?
Open a command line. (Push WindowsKey+R then type cmd and press enter)
Type:
Code:
tracert 74.54.24.194
Look for any lines that say level3 in it.
