I want to buy a game as a gift.If i will select: send to email , can i enter any email? And then it sends a gift code to email,that you can activate in steam?

yes, and if the gift isn't activated it can be resent through email, or friend list.

You can send the gift to any email adress, even if the reciepent does not have steam, they will have to create a steam account to be able to activate the game.
