But it usually says all the slots are in use, it simply says "Server is full" now

Valve Maps 1, Its not full anymore so cant really recreate it.
Was during the steam maintenance polava, could have been something to do with that.

I had this yesterday as well. My message said something like "No one on the server is kickable," which I've never gotten before. Usually says all 16 reserve slots are in use in those cases. Haven't tried to join again since then, so no idea if it is still happening or if it was just that Steam outage thing.
