Team fortress 2 Voice chat bug -

Doesn't really have anything to do with SourceOP, but went here to see if you guys could help me out.
Every time someone uses the voice chat in TF2, all I hear is a TV simulator sound, the annoying crap that everyone knows.
I have HLDJ deactivated and it doesn't matter if someone plays a sound or uses voice chat just to speak. Always the same annoying TV sound appears. Thanks to this I have to mute everyone every time I enter a voice enabled server.
I tried re-installing TF2. I changed to Windows 7 a couple of weeks ago and installed it. I had the same problem in Windows XP. Now in Windows 7 it's all the same.
Any commands or solutions to this?
