Hello!
I use 2 STEAM accounts on my PC.
Accounts are with different contact Emails.
On first account i have games, purchased with Paypal.On second account i have Retail games.
If first account get disabled (paypal problems...), will another one get disabled too?

I don't understand, if you have problems with Paypal the worse that could happen will to not be able to buy new games. It will not disable your Steam account and even less disable a totally unrelated account.

your retail account will not be affected.
yes they can disable your other account that you used paypal for due to lack of funds/fraud/chargebacks....and a hots of other reasons
