I was playing on your server as of 5/30/09 and i noticed that a spy(ieko) was going very fast for a spy. I presume it was a speed hack. also he was also cheating in that he came back to life when he already died as I was looking through the list of players it said he was dead but he came back to life.

no, i couldnt but how is it possible for a spy to run to the spaw point in granery in 5 seconds. and how is it possible for someone dead to come back to life?

The "coming back to life" is a result of the new spy unlock the Dead Ringer.

Next time you see him try to record a demo of him moving really fast from your point of view and also use the contact admin function.
