I'm not sure if this is a problem with the server or Valve's algorithms, but it seems the max team size is 11, which can cause 2-5 people to sit out at any given time, depending on the server population. If this can be fixed so only one person is sat out per round (and only if there is an odd number of people), I'd love it

At max population it will only sit out one person at a time . More than likely the "extra" people are in the stage between choosing a team/class and don't make it in time for the round start.
The first round multiple people will sit out because of the loading time between maps.

Ya, this is a known issue. The problem is Valve created arena so that 1/3 of the maxplayers sit out. The actual max size of the arena server is 33 (even though it displays 24). Thus teams are 11v11 with 11 sitouts. There is no builtin way around it. I haven't worked in a solution yet.
