It's a term used by the lazy over at TF2Outpost who can't be bothered to go out and find a good deal themselves and expect Unusual owners to undercut themselves to get pure promos. I prefer to use it as a screening tool as to who I look to trade with. People who like to use that term when buying are almost always assholes and not worth dealing with.
