OK, so I've decided how everything will be set up except for team sizes.
All teams from a specific server will play each other to determine the best on that server. The best teams from each server will play to determine the overall winning team. For fun, the second best teams will all play each other, third best, and so on.
Teams will be able to register on this website when the time comes for it. Free agents will also be able to register and teams can select free agents. Team registration will have its own page and will not be done through the forums.
The only thing left is will it be 6v6 like 1time has proposed or 9v9 where there is one of each class like FrosT originally proposed. Vote for which you would like.
6v6 Pros and Cons
Pros:

Less spammy
Cons:

Class selection limited and usually ends up something like 2 scouts, 2 soliders, 1 medic, and 1 demo.
9v9 Pros and Cons
Pros:

More diverse class selection
Cons:

Harder to get nine people together at same time

Strict class limits (1 of each per team) means certain classes are going to have harder time finding teams (i.e. if everyone wants to be demoman, lots of players are going to be left out or forced to play a class nobody else wants to be).
Feel free to post comments you want to add to this list.

please keep in mind as you are voting, that H2O and pHd *will* be hosting a 6v6 team based seasonal tourney if there is enough interest generated in the appropriate thread. this is in ADDITION to the tournament being proposed here by DF.

I won't be supporting it or hosting any side tournaments, but it's fine with me. Please try to limit discussion in this thread to comments and ideas related to the team sizes of official tournament.

When you say teams what do you mean? So we will be able to create teams from the server and then play others?

You will be able to create your 6 or 9 player team via the website. Team captains assign players or free agents. After all teams are assigned, they will play each other in the fashion discussed above.

you know me. Highlander all the way. 9v9 ftw.
remember that we don't have to limit the amount of teams so much. as far as i can tell there are more people signed up to play than there is room on 9 people teams (last i counted was 29 people).

do all maps work well with 6v6?
i would imagine defending would be a million times harder with a smaller number.
did a little bit of research
http://www.cevo.com/index.php?page=div&id=115&func=rules#section_21.20
when cevo does 6v6 they ONLY play CP maps
i would consider this a con.

Yes all maps work 6v6 and CTF maps just arent very popular since they dont make for entertaining matches but CTF is featured regularly. Same thing goes for payload maps. Defending on maps like gravel, dustbowl, gold rush, etc, can be difficult, yes. But that's why stopwatch configs are enabled. Attacking team sets a time, teams switch sides, other team has to beat the time.
Not sure if they do payload maps but I'd imagine Gold Rush has been played at some point since it's just DB where you have to push a little cart. Regardless, there's no reason we wont play a map just because it hasn't been included in CEVO.

i would think they chose not to include it for a reason.

Possibly but I personally can't think of why it would be inferior to Dustbowl other than the fact you need to push the cart.
