My pc isn't that great, either. But I can run 30-100 FPS (60 Average) on DX8, all low graphics with textures on high.

For some reason dx8 and dx9 doesn't have much of a difference on my fps.
Dx8 is just better for more.. spam situations. Such as, pyro spam.

But if I was running it on such a high resolution & wide screen, I would have epic fps failure, too.
