you people are doing it wrong.
This graph isn't how much skill or strategy you can use, I have seen competition spies take out 3-sets of heavy medics in direct combat, this is about how much skill or strategy it takes for them to function on the same level of effectiveness as one another.
Lets put a pyro and a spy against each other on the exact same skill and strategy level and see who wins.

well that depends, does the pyro know the spy is there? that makes all the difference when your a spy. Shock and Awe is the only thing going for you most of the time.

It takes skill to move through the battlefield without being seen.
It takes strategy to hide without being found.
