I know some of you like certain maps, but there are those 2 maps that clear out the ENTIRE server!!!! last night we were playing 16v16 and 2fort came up and it went to 7v7. i would rather play a map with lots of people then a map with hardly any people on it

Thats because it was 4 in the morning (for where we live). So thats expected to have less than half the server playing. You also have to factor in that DF also has a 24/7 2fort map.
But if you're on enough throughout the day, you'll find that 2fort doesn't necessarily always clear out the server.
