Is it possible to consolidate the top four played servers on to one box and eliminate the most idle servers?
Seems easiest way to eliminate costs imo...

often that is just balanced out for load, getting all heavy used servers on 1 box may create problems. But I guess DF knows better bout the load balance.
my guess is that the trade system and specific the mann co. store is siphoning out the money ppl have to pay for slots. I see trade servers pop up like crazy, and those are fulled to the man, often combined with some "events" that are admin guided on those servers.

I wouldn't mind having to donate again to enforce the reserve slot, but monthly is a bit anoying if you ask me. Would make me feel like I'd be paying for WoW or something. It would also seem bit weird for a new player to the server aswell I'd imagine.
Honestly, I think you should add some sort of advertisement about the donation, and/or add some sort of intresting twist, something to get attention for new donators.
For exsample the TF backpack premium was a good idea back then, but it didn't really have much to make it applealing.

Changing all the IPs would kill the servers.

can make a server multihomed I'd guess, with same IP's and ports.

Or an announcement every time a new round begins. Also the idle server doesn't really have any "Hey, give us money" thing on it at all

I honestly thought DF was filthy rich living a la 50 cents in a huge mansion with girls everywhere in bikinis. He did get a golden wrench after all.
