Valve maps 2 has never had all the maps and was never supposed to. If you want all the maps, you play valve maps 1. If you want a limited set of maps which I think are the better ones, you play valve maps 2.

If the purpose of the server is to have some of the maps but not all then leave it be. Valve #1 can deal with the "shitty" maps.

Shitty maps are one way to clean out a server for a while. This does encourage peeps to go outside once in a while and get some sun.
