latching on to one person won't get you near as many healing points as healing your whole team. Therefore it won't make that much of a difference in most medics' scores, it will just reward them for playing more constructively.

This is true. Its pretty easy for a medic to move up if they latch on to one person (assuming that person knows hows to take advantage of a dedicated medic).
You have that with some side-healing on the rest of the team....getting in the top 3 isn't hard.

I think you get too many points per assist as medic as it is, if we take that down to two points per assist and 300hp per 2 points healing then the medic will be perfect.
plus, demomen still get points way faster
