Or, you could try this thing called learning and do what I asked you to do so that we can figure out what you're doing wrong.

I need you type "plugin_print" at the server console and send me the results. If the results suggesyt SourceOP is in fact loaded, I need you to go to the addons\SourceOP\features folder and open up remote.txt. Make sure the number '1' is all that is in there.

Let me know how it goes.

OK, good, now can you check and make the the contents of that remote.txt file is the number 1? If it's a 0, change it to a 1. You can find the file in the addons\SourceOP\features directory.

The fact that it is saying connection refused makes me think you are entering the port or IP incorrectly. Please make sure you have enetered it in exactly as it shows in that picture. Do not use port 27015, use port 2153.
