I know there was no scene for it, but it was a scene of a clip shown when you are the Soviets at the start, I added it coz it just looks cool and I love Tesla coils and the 'Indigen' thing was made by pixar, if you go onto there website I think it should be there...

You couldn't build the coils till the expansion. They came with the Tesla Tanks as well.

Tesla coils were in Red Alert. You didn't need the expansion. Afterall, I made a page dedicated to Red Alert on my old website back in the 90s.

Also, Indigen is not Pixar. Not only is it obvious, but they are not mentioned in the credits. If you still don't believe me, click here to see a list of their short films.
