If you're in school, check out federal work study. I had a gig tutoring at a local high school and admin'ing their computer lab for $9/hour (untaxed as it's a federal program).
Without internet though, there's not much. eLance might be worth looking into as most things can be done offline on that site.

Private tutoring for math. If you can do college algebra (and I'm assuming you can hence the engineering major) you should be able to make bank.
