lol, that should be a nice plugin, if lots of players leave on map x, map x gets a point down, if lots join on a map, it gets a point up, start with 10 points on all, the top 10 most popular are interspaced regulary, and the top 10 least popular: delete from circulation (or put those on a separate server thats dead on its own cycle, some ppl like those maps...).

or instead of over-complicating things you could simply make it a leave/join ratio and have it lower the percentage by x amount.

And yes, Lotus are terrible servers. They run fake clients which always show a minimum of either 31/33 players or 23/24 players depending on how many players are actually on the server. They also run a bot quota of 16 players and then disguise the bots as real players and give them fake pings and steamids. I believe I mentioned this earlier in the thread.

Clearly though people are derp enough that it is working out ok for them.

About that bot thing, it's actually pretty clever. I was on this server earlier today, some random server where I wanted to test something out. And I noticed like, it was full of SourceOP members. Or that's what it seemed like. Off the top of my head, I remember seeing the names of Takara, Sdogg, LT. DEATH, Piggy, some Pacfong guy, some guy called Primo_IT, and I was like wow, what a coincidence. But upon further inspection, I realised they were all bots. Pretty creepy imo, but I'm sure it would fool most people

Like they're not bots on the SourceOP servers. Well, at least DEATH is.
