OK, egoharvester has a point. Anyone spraying a swastika is obviously doing it to provoke people, and probably does not intend it as a hindu/buddhist symbol. That said, I don't think you need to ban him, just make him change his spray or something.

The Swastika in and of itself is a legit religious symbol. Now, when incorporated/represented as the nazi flag, yes, it has picked up the stigmata of being associated with genocide, racism, hate, fear etc etc...
