I dont see anything in the stats that shows he is a hacker. \0= He got three scout pistol kills in a 20 seond time period but unless you've got a demo or screenshot or... stenographers record, there isnt too much to be done.

Also, it would be benificial to know what kind of exploit/cheat he may have been using.

I'd guess he's complaining about the %83 hpk coming from a first-time (sourceop) player. Some mods trigger on anything over %75 as suspicious and either alert admin or kick by default.
Anyway, his
global listing shows just over 12 hours playtime (recently? altogether?).
And
Steam Bans returns:
"That id was submitted but not banned. (STEAM_0:0:19672489)"
So someones reported him there and either didn't have everything for the report or it didn't stand up (
ban guide).

Sounds like a hacker. He's played as recently as today, so keep an eye on him I guess. He has a 83% headshot ratio and 4.08 KPD which is kind of suspicious.
