If you attack them head on, yes. Use corners, think like an ambushing pyro, and you'll be fine.
The the main downside to the BB is the fact you take away an entire rocket for a minor health gain. While it's not exactly one of those weapons that rewards spam instead of skill (grenade launcher, Enforcer, etc) but it amounts to the same issue - they're fun, but killing people with them doesn't seem nearly as impressive when you consider the most common circumstances the kills is achieved in, and in most cases relying on that weapon means you're fundamentally playing the class not to it's fullest potential.
I'll use the grenade launcher as the best example. People just M1 the thing and fire over hills, around coners, and hope the other team is dumb enough to run into or over the nades. This means you're not advancing, and not actually actively killing things. The Loch takes away two rounds, but for an increase explosion radius and damage spread. Going with the loch means you have to aim, but in so doing, that group you were throwing 20 damage nades on the floor in front of now gets hit, and probably gibbed. The sentry you were waiting for a medic to get an uber to take down you can now hit twice and still live to continue pushing forward (and in the case of a wrangled sentry - first hit kills the engy, reload while the shield goes down, fire fire, same end result).
But if it's fun for you, go for it.
