Really it shouldn't matter whether he connected through console or not. The kick process should check if the client has a reserved slot (from a list/database), and if not, kicks them.

Caveat: The reserved slot systems I've seen will kick those with a reserved slot when a) no "free" slots are available (a.k.a. everyone who is playing has a reserved slot), and b) an admin joins, because they have more privileges than the plebes.

If all 16 reserved slots are in use and someone with a reserved slot tries to join it rejects them.

People with reserved slots should never be kicked for another player with a reserved slot regardless of how they connected to the server. Somehow the system decided you didn't have a reserved slot when you connected. Perhaps you are a new reserved slot player and the server didn't know about your slot when you connected, but later it did. Either way, probably just a one-time issue -- nothing personal. Sorry.
Once 16 players with reserved slots are on the server, we stop guaranteeing that other players with reserved slots can get in. This is to give players without a reserved slot a chance to connect and remain on the server as well.
