Does anyone know what the bitrate is for the chat? When I hear conversations over Skype, sometimes it sounds better than ingame voice chat. I'm trying to figure out if it's a bitrate or a hardware issue.

I'm not surprised that Skype sounds better. I think it has about twice the sample rate. Also people suck at configuring their mics in-game. voice_loopback 1 guys, adjust as necessary.

I would assume so, since they're not handling the data transfer load like a MP game like TF2. I've already configured my mic with Windows and Steam, how do I properly configure the voice_loopback 1 command?

If you type voice_loopback 1 in the console you'll hear yourself talk in-game so you can see how awful it sounds.
