So I started playing regularly on valve maps #1 a few months ago, and I could have sworn the first week or two there was a team scramble function. Did I imagine this?
Either way, with the server regs tendency to stack the teams, wouldn't it be a smart idea to put scramble (back) in? Balanced teams are more fun for both sides, and team stacking tends to lead to a mass exodus of players on the non stacked team. I don't really see a downside here.

only server admins can do a teamscramble.
this is one of the longest complaints here @ sop. and yet the servers are always full with people waiting to get on....so no.
Thanks.

Well the last few weeks I've been mostly playing late at night / early in the morning. The servers are usually full, but one round with a really stacked team leads to most of the other team leaving, basically killing the server for the rest of the night.

I try to stack on the team with the most regs. I figure I know them they may know me and I can help to bring down the quality of that team. Helps make a win for the other team more viable. Dont thank me though, just trying to do my part.

Having been an admin on servers with votescramble, I have to say that it's one of those things that sounds good but isn't. Even with a cooldown and a minimum vote of 60% required, votescramble is often used to break up any coherent offense. If someone could figure out how to limit votescrambles to situations where the other team has won X amount of games in Y amount of minutes, then I'd be more for it. As things stand, I can understand why it's an admin-only command.

I think it's one of things that CAN be a problem sometimes, but usually isn't, but once you get a group together that liked to join the same team, ouch.
Time to switch to the other server.

I'll agree that stacked teams can cause mass rage quitting, but I don't think allowing anyone to start a scramble vote any time is the answer.

I really don't think there is a simple answer.
