How to force Steam downloads to use 3FL?

Okay so I have the internet provider iiNet and with that I get unlimited bandwidth with 3FL. http://forums.whirlpool.net.au/archive/976876

Anyway, So when I have it set so that it uses 3FL for the download region. Steam > Setting > Downloads + Cloud > Download Region > Australia - NSW (3FL)

When I download a game, it comes up with this box;

So it should be downloading through 3FL right? My freezone?

When I got home I looked at our download quota and I had used 40GB (of our months 50GB) in peak time and 1GB in Freezone.
I thought it was downloading through 3FL >: (

Anyway to force it to download through 3FL? No Steam bullshit telling me it is.

I like how they're all thanking them for giving them peanuts in a totalitarianesque bandwidth rationing system.

Fuck that, if I didn't get unlimited EVERYTHING NO MATTER WHAT from my ISP I'd tell them to get fucked in a way only homeland security could truly appreciate.

I would honestly open a steam ticket and contact your ISP, though.

Steam will still try to grab content from nearby servers if it can for whatever reason. So, you can try to ip block all of the other content servers besides 3FL.
