Arena Server: Scramble disabled, people can choose teams

I'm not sure if any of ya intended this or anything but with the recent update Valve had added a bunch of arena commands, and around that time arena server no longer had scrambling (or sit-outs), and people were allowed to choose what team they were on.

One of the commands are:
tf_arena_use_queue 0

The description according to the console is:
Enables the spectator queue system for Arena.

It seems this command, when disabled (which it is by default) is what is making the arena server not have scrambles, allow players to choose teams, and disabling sit-outs. This of course can lead to uneven teams (Like 12vs11), which could be a huge problem if one team constantly steamrolls the others without fear of a scramble.

On the arena server I admin on, setting this command to 1 seems to bring back the original arena; with balanced teams, sit-outs, and scrambles. All is well :d.

So what I am trying to say in a somewhat lengthy post is can you please re-enable scrambles and sit-outs?

OK, I switched it back to 1 for now. We will try that for a while. I like how when it's zero that we can have 12v12 and 11v12. Imbalance by one doesn't bother me much.

I also don't mind the teams being unbalanced by one player as long as it still scrambles the teams if one team is getting rolled consistently.
