Can players reporting violation get other players banned?

Ive been looking around and I've read that reporting a player for phishing will most likely not get them banned; because most phising accounts were stolen in the 1st place. So does anyone know what could get someone banned via player report violation? If you could point me to a site or document of rules and regulations assosicated with misconduct and bannable offenses.
Also read that reporting a player of hacking even with evidence wont get them banned either. What if they got freakin child porn up on thier steam page? I mean jesus, what does it take? So far I havent found anything, besides hacking their account and then hacking so much while on their account getting them vac banned. Not saying im gonna do that just trying to make a point.

Generally, one would start with an offense and work from there. This seems more like you want to get someone banned and are trying to figure out how...which seems odd.

There is a difference between VAC bans and server side bans with the latter being more of an admin's judgement call. VAC bans are generally tied directly to account misuse and/or using various means of augmenting play (ie, aimbots, etc).

I am sure there is an article/FAQ for VAC bans on the steam forums. Cant hotlink you there as I am at work and cant access it.

- report for whats on their profile: often just delete of the offending content and a period in which the user cannot change his/her profile.
- hacking on a server: report to the server owner in order to get him banned. VAC bans are done by Valve without any input from the playerbase. No point in making tickets or w/e for it.
- scamming/phishing, must be strong case with screenshots etc. and it has actually been happening (not you backing out be4 it happens).

If something happens, just report it on user misconduct on their profile.

eventually things will stack up on their account
