Ping manipulation also what is lag cap on TF 2 server?

Notice how a several players on blue have their ping just below 200. Also they can snipe as if their ping was 50ish like mine. I find this to be very odd and I think they are manipulating their pings for competitive advantage. (Cheating)

Is it possible to do this? It is done in other games so why not TF 2? Why would a player play with close to 200 ping if they can play somewhere else with 50 or 100 ping?

Their pings might just be floating around 200 (or higher) because of their connection, network, etc. The reason they seem to be playing similar to you (with your 50 ping) is because of lag compensation -- you can find out more information about that at the TF2 wiki.

tbh, I find any above 70 (real) ping not really playable.

to go into the question of players inducing it to gain advantage (cheat), yes, that is possible. It can be used to mask an aimbot (let it move slower to the head of enemy etc, so a spectator doesn't see that very distinctive instant swing to a enemy head) It does cost a bit in their gameplay, but I'd check them with spectating and checking their rates (real and set, and choke/loss).

By carefully replaying the demo, and export 'm with 100 fps (for having close to a pic per 0.01 sec so time can be measured approx) on TGA export, you can reconstruct what exactly when happens (use the second counter of rount time to see exact number of fps for a given sec, its not entirely precise.

Lot of work to find one out, but can be done.

One was found out on GTFOGaming once for it. player called "you" (at the time). But he did it in extreme of near half a second.

maybe this is the information the OP is looking for?

Most decent servers have a kick for players with more than ~150-180 ping. not sure bout sourceop in that respect, but i guess DF has implemented such too.
