As I said, it isn't the end-all-be-all of the class, but it is something that solves a lot of the things people always complain about. It is a great weapon that gets almost totally neglected by players, because they are too lazy or uncoordinated to switch weapons after flaming the enemy.
It is true that it isn't useful against scouts, but is still the best option against a heavy if you are within range and can't escape, even though they can spin up and kill you before you land the axe.
Melee mechanics aren't great, but they work more than well enough for it to be a reliable weapon. I've got the most KGB kills on sourceop and the 2nd most axetinguisher kills, and I can say from experience that melee is more than reliable enough. All it takes is a little practice, just like anything else. Actually, for the axetinguisher it doesn't even take practice, there are tons of scripts to automatically do it, though their effectiveness is debatable.
Unless the person has some sort of specific problem involving thinking that the weapon is too cheap, then there is no reason to not regularly use the axetinguisher, because there will be lots situations on almost every map where it is superior to the flamethrower.
Watch Shankstah play sometime, when he joins it usually unbalances the
