No, you've got it wrong. The very worst servers are the servers in the bottom 5% or so of their graph. Those are servers that are empty all day but advertise themselves as being full all day. I would expect SourceOP servers to actually be towards the high end of their graph. Especially the Valve maps server which has a very high retention rate and high demand to get in during the day.

I agree, I wouldn't doubt if the valve maps server gets in the top 5 listing of best servers for TF2.
