The server is holding back from sending game updates because the current rate setting does not allow it. The higher the choke, the more that is being held back.

I usually use a rate of 15.2, would that be bad?

I don't think you're talking about the same rate that I am. rate in console is the one I am referring to. 60000 is probably good as that means 60KB/s and most connections can handle that.
