Other ideas that I got:
Serious removal of horrible maps (IE Hydro and 2fort) off of Valve Maps #1. You can easily determine which maps stink as you will see a major decline of activity when these maps show up. Keep a full rotation on Valve Maps #2.
Convert the Gold Rush server into a payload server. If the community loves payload it could just be they are burnt out on Gold Rush.
Eliminate all maps that are not used in comp play on the Pro Rotation server.
Why do I get the feeling that your first order of business will be to ban Hell-Met.
