I was playing on your HL2 DM server yesterday and i noticed at the top, there was the credit system!!! Yeah!!!
Now wheres the commands to bring up the menu to see what we can do?
Since theres no console... we cant do any binds.

umm what do you mean there is no console... :?: I have one when I play.
You have to enable it under the options... by default its off.

like when you press the ~ key, it doesnt bring up a console

Goto Options -> Keyboard tab -> Advanced button There should be a box to check that says "Enable Developers Console (~)" and just click ok and you should have the console now.

in steam go to HL2's properties and select launch options, in there type
-console
then hit apply

ill just do what biggy said... too lazy to do the -console thing
