No its not, its just not powerful enough to push it to full res at 60fps so it cuts the FPS in half to sync up properly.
If you are only getting 60fps without vsync then it is going to bog it down to 30fps. The native refresh rate of the monitor should be 75, adjust the settings to get more than that and you will have 75fps with vsync.
