Can someone help me on the terms?

C/O and B/O. I'm obviously new so I just want to know what they mean. I will probably fell like an idiot when I am told, also expenations of other terms that might be unknown to a new person would be nice, if there are any.

The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie.
