Here's a pretty cool site that creates a .res file and allows you to add your most frequently played servers directly to the game menu.
http://www.specialattack.net/tf2/game-menu-generator
Just add an IP to the "add custom server" box on the right. Then drag them from the "custom servers" box at the bottom up to the "selected servers" box up top. Click the Generate GameMenu.res button. Save the file and then add it to your "team fortress 2/tf/resource/" folder.

Not with this setup. This is specifically for the main menu of TF2.
And if the link is broken, you're doing it wrong. PM me the IP's of the servers you want to add and I'll create a gamemenu.res for you. All you'll have to do is add the file to the resource folder.

Also this works well for reserved slots because you don't have to type "connect ip.ip.ip.ip:port"
It does it with one click of the mouse.

Hell Yes.
I always had to be in a game for my 'join server' binds to work with the click of a button. Now its easy peasy right when I start up.

Yea, before I used this I made a .cfg with connect ip in it and would just type "exec join1" because it was faster.
This is way better though.
