I'm sure most of you know when i mean the screen you get when you join the server, how the f*** do you do that? i could not figure it out. Please Reply. I user a source dedicated server.

It's called motd. "message of the day."
motd.txt is in the tf directory.
You can change it by using just plain text or HTML format.

thank you so much but where exactly is it and what is the "TF" directory?

It is in the tf directory along with the mapcycle.txt.
If you're running a dedicated server from your own machine it should be somewhere similar to this. (it varies, so you may have to look around for it)
Program Files\Steam\SteamApps\yourusername\source 2007 dedicated server\tf
